Toyota to get public scolding over recall, but no laws broken

While no laws were broken and Toyota did nothing wrong, the Japanese government will reprimand the automaker for failing to act more quickly in a recall case that is now under criminal investigation. Toyota will be issued administrative “guidance” — a public scolding — along with a demand that Toyota improve its recall procedures.
In Japan, getting reprimanded by the government is an embarrasing mark on a company’s image. While an embarrassing situation for Toyota, the Japanese government’s determination that the company broke no laws has to come as a relief for Toyota.
